Responsibilities

As the manager of the new EMEA CMS hub in Casablanca, you report to SG ATS CEO and functionally to CMS EMEA management (London + Paris)
The profile sought will work closely with the CMS teams in Paris and London to manage the regulatory risks and responsibilities that align to the monitoring of trading and communications for EMEA.


Responsibilities include, but are not limited to:

  • In coordination with London and Paris management, introduce and maintain a team to deliver an effective Trade and Communication surveillance programme

  • Manage the day to day supervision of local Trade and Communications Surveillance activities.

  • Establish and maintain risk-based compliance controls and monitoring program, in coordination with the London and Paris teams.

  • Implement an appropriate training programme for local surveillance staff in collaboration with London and Paris

  • Develop and oversee execution of trade surveillance and communication surveillance monitoring plan and document comprehensive procedures to evidence the local surveillance programme.

  • Investigate and report issues arising from the compliance surveillance monitoring activities to European teams.

Profile Required

You are a rigorous, reactive, determined and creative collaborator. You also possess good analytical skills and like to give proposals. More specifically, you have developed the following competencies:


Experience :


Mandatory :

  • 8+ plus years relevant or transferable skills.
  • Team management, with an operational team preferably

At least one area :

  • Risk management
  • Or Regulatory Framework
  • Or capital markets front office at leading Tier 1 or 2 Financial Institutions.
  • Or Established and demonstrable knowledge of market surveillance activities

Additionally, if possible, working knowledge of EU regulations, private and public sides of businesses and market practices.

Capital Markets Surveillance (“CMS”) is a global function forming part of the Global Compliance Department. CMS undertakes a program of Compliance Trade and Communications Surveillance activities covering several risk areas (Market Abuse, Conduct, Conflicts, Financial Crime) across several BU in the group Wholesale activity (Global Banking and Investor’s Solutions).


The function has dedicated teams in 7 jurisdictions around the world (France, UK, US, Canada, HK, Japan, India) which act as respective hubs for surveillance activities worldwide.
CMS undertakes a range of ongoing daily Surveillance activities and investigations, alongside an ever present program of ‘change the bank’ activities to implement new technologies and enhance the existing toolset.


The function operates globally based on a set of minimum standards, supplemented and enhanced by regional standards and requirements as determined by local regulatory expectations and market standards. Implementation projects for the core global toolset are primarily led from Europe, but with full input from the other regions and are once again supplemented by regional implementation projects as and when required to meet specific local needs that cannot be met with the global toolset.
