Head of HR Services and Recruitment

Responsibilities

Recruitment

  • Supervise and coach recruiters to develop and implement recruitment strategies for all job openings, align with HRBP ensure staffing/business needs are met.
  • Develop and maintain recruitment channels and a network of contacts to help identify candidates for hiring needs.
  • Implement and communicate improvements, review and policies and procedures with regards to recruiting and hiring.
  • Lead and manage junior recruitment program, project hiring activities, China African Project, VIE Project where required; promote the employer branding in order to attract talent.

HR Operations

Employee Lifecycle Management

  • Plan, organize, and coordinate the efforts of HRG team to support the daily operations and system processes related to employee lifecycle management.
  • Working closely with HRBP, CnB, TDI, HRSSC and relevant key stakeholders across China and region to ensure smooth HR operations.
  • Work with HRSSC team to identify solutions that meet the needs of the HR function by recommending process improvements, system enhancements and alternatives based on specific needs.
  • Guide the HRG team further enhance the HR processes to achieve the effectiveness and efficiency when comes to employee lifecycle management.
  • Identify the needs of the HRBP team and how to better provide consultation to HRBP.

Policy & Procedure Review

  • Worked closely with CnB and TDI to ensure HR policies and procedures are incompliance with local regulations.
  • Support HRG team to resolve staff cases, interpret HR policies and procedures and recommends effective courses of action.
  • Reporting & HR Project Management
  • Provide leadership and oversees internal and external audit inquires as well as regulatory requirements on reporting and data analysis; ensure the accuracy of reporting and data integrity.
  • Oversee GPS control, support the enhancement of GPS control process, align with regional ORM officer when required. Work
  • with ORM, RISQ and relevant key stakeholders on ORM related tasks.
  • Serve as central point of contact and escalation point for local HR projects, drive the PM and PO to work with regional project team and
  • local key stakeholders to ensure the proper implementation of regional HR projects & initiatives.
  • Oversee performance of suppliers, and HRG related vendor payments including not limited to background screening, work permits, workforce administration, training administration, reporting administration, hotline, international services, etc.

ER management

  • Assist HRD and partner with HRBP in dealing with local ER issues. Serve as secretary for local AC & DC meetings. Consult with regional ER head on local ER cases to meet and comply with the regional DC requirement when required. Maintain ER tracker/record properly.

Others 

  • Prioritize and plan work activities, use time efficiently, sets goals and objectives, develops realistic action plans.
  • Manage performance of suppliers, including background screening, work permits, workforce administration etc.
  • Support preparation of meeting materials.
  • Job assigned when required.

Academic Background

  • degree and major
  • University graduated

Working Experience / Technical Skills & Know how

  • Minimum 10 years working experience in HR area in particular HR operations and TA/recruitment

Skills & Competencies

  • Ability to work with people from different countries, regions in a diversity environment
  • Work independently, detail-minded, with good communications and coordination skills
  • Team player, proactive and energetic, customer focused, resilience and able to work under pressure, and with good communication and interpersonal skill
  • Excellent writing skill, ability of drafting comprehensive meeting materials where required

Language Skills

  • Good commend of spoken and written English and Mandarin

Computer Skill

  • Proficiency with Microsoft Office applications
