Responsibilities

Part of the Core/Hosting group, the successful candidate will manage a strong community of Network engineers in Asia Pacific (~15 staffs) in charge of all connectivity/networking solutions used in the region (Lan/Wan, Vpn/Internet, datacenter, security…) and related services (admin/monitoring, automation & self-service too etc.).

GTS Core/Hosting is made of 25+ network, system & datacenter engineers, responsible for the development and maintenance of technical foundations in Asia Pacific:

Platform & Cloud

Means for application Cloud transformation (public/private). Professional Services approach.

Core Infrastructure

Hosting solutions for traditional services and applications. Manage 3rd party, clients/partners connections.

Market Access

Tailored infrastructure services for Market Access & Low latency business needs.

In partnership with key stakeholders, organize & lead the Network community to ensure global standards & best practices are defined, implemented & reinforced across the region.

Key Responsibilities

Operational Delivery & Expertise

  • Responsible for the quality of production on the perimeter. It includes, but is not limited to service availability, scheduling, applications, capacity planning, configuration management , disaster recovery, reporting & trend analysis,
  • Build and implement long-term strategic goals and short-term tactical plans for deploying, managing and maintaining all services linked to the perimeter.
  • Ensure that proposed and existing technical architectures are aligned with organizational goals and objectives.
  • Make sure we have all required policies & procedures covering architecture & security standards, production & other relevant TRM processes are in place.
  • Provide L3 expertise & recommendations to the teams as necessary. Be prompt and proactive to remove impediments harming the team’s ability to deliver effectively. Anticipate potential issues & challenges, propose solutions.
  • Define a comprehensive offshoring strategy with robust framework to follow-up execution & quality of delivery.
  • Supervise & manage strategic projects for the region (ie  Multi Cloud, NextGen networking solutions…), following best practices, standards aligned with our global strategy (Cloud, automation, data).
  • Provide input to the Product Owners (PO) on their strategies & vision and clear feedback on the content and prioritization of the various Backlogs.
  • Be an escalation point for any major issue in Asia & participate in regional AlertCo for GTS.
  • Manage Operational Risk (Security, Internal/external audits, permanent supervision etc.)

Business, Partners & Stakeholders management

  • Implement formal governance with key partners and monitor closely business satisfaction & quality of service.
  • Assist business lines in the implementation of their strategic goals in Asia.
  • Develop a strong relationship with other GTS functions in the region (Workplace, Market Data, transversal etc.)
  • Develop & maintain a strong engagement with Paris global management to guarantee good consistency between global/regional strategies. Contribute to international Network community Exco and other forums.
  • Manage strategic vendors in partnership with regional CTO and global GTS functions, (Cisco, NTT, OBS etc.)
  • Provide market intelligence (new technologies, industry best practices) and propose disruptive solutions to enable new business opportunities.

Staff Management

  • Manage the regional network community (including offshoring oversight) ensuring staffs have SMART objectives, clear roles defined with up to date job descriptions, training & personal development plans.
  • Develop & facilitate transversal roles (i.e. Technical chapter leadership) in Asia.
  • Ensure succession planning for key roles and provide corporate coaching to direct reports.
  • Communicate to the team on a regular basis in terms of regional & global agenda.
  • Develop a culture of permanent change, optimizations & innovation (Agility, automation, data strategy etc.)
  • Promote social and environmental objectives (CSR), even when not directly related to daily job.

Financials

  • Plan and construct the budget needs in agreement with global and regional stakeholders.
  • Closely monitor budget consumption in accordance with budget guidelines and expected targets (landing plan)
  • Ensure correct cost allocation and meaningful categorization (alignment of financial/GTS reports)

Profile required

Requirements:

  • University degree in Computer Science, Computer Engineering or equivalent.
  • 10 years of experience in designing, implementing & operating complex Telecom/Networks in large organizations.
  • At least 5 years or experience in management/supervision of IT teams and services (10+ staffs)
  • We are recruiting at Vice President level, candidates with more relevant experience maybe considered for Director level

Knowledge & Operational skills:

  • Strong experience in designing, implementing & operating complex Network solutions (lan/Man/Wan/, Dmz, VPN/Internet/Cloud, Datacenters, routing, Nat, dhcp …) and Security infrastructures (Firewalls, IPS, proxies ...)
  • Experience with Cisco solutions (Aci, Viptela…) and Network Automation tools (Ansible, python…)
  • Knowledge of reliable Network monitoring platforms (Solarwind, netscout, splunk, shinken, nagios, mrtg…)
  • Strong production & security mindset, knowledge of ITIL, NIST.
  • Knowledge of Agile frameworks & practices (scrum, Less, ci/cd…)
  • Experience in managing major incidents & high impact crisis with senior stakeholders
  • Experience in establishing strong and long-term relationship with partners.
  • Excellent communication (written and verbal). Fluent in English (French, Cantonese/Mandaring would be a plus)
  • Broad understanding of Infrastructure services (virtualization, operational risks and management methodologies
  • Excellent analytical & problem-solving skills
  • Autonomous and resourceful
