Operational Risk Manager - Singapore & SEA

Singapore Permanent contract Corporate & Investment banking


Responsibilities :

1) Incident Management
    - Coordinate the Loss Event Reporting in the Operational Loss collection databases and ensure timely reporting with accurate data
    - Take the lead on incident investigation and ensure adequate remediation plans are defined and tracked to resolution.
2) RCSA Exercise
    - Perform Annual RCSA assessment for identified Business Units / Support Functions and support Regional (OSM's) to conduct interviews for RCSA that will be performed centrally.
3) Permanent Control
    - Act as local CORO and ensure the proper implementation and monitoring of L1 permanent control framework.
4) Cybersecurity
    - Ensure implementation of regional / global standards on Data & Cyber Security related aspects and ensure timely feedback is provided to the regional teams with regards to any new and upcoming regulatory requirements.
5) Outsourced Services
    - Act as OS Relay, coordinating the deployment of new framework on Outsourced Services as well as operational monitoring campaigns and assist local managers in complying with the required end to end lifecycle OS monitoring
    - Acts as Risk Expert to assess outsourced services on 3 categories of risks " Execution Error", "Commercial Dispute", and "Fraud" 
6) Business Continuity Management
    - As local BCM manager, assist BU/SU in devising effective recovery procedures and ensure implementation of agreed recovery strategy to ensure minimum disruption to business
    - Coordinates annual testing plan execution and crisis management exercise
7) Local Governance
    - Organise and lead Operational Risks Committee, Outsourcing Committee, 3RC, Business Continuity Management Committee in line with terms of reference defined
8) Training and Awareness
    - Define the required local and transversal training needs related to operational risk and control environment, including new joiner training and refresher trainings to all staff
    - Monitor and follow-up timely completion of mandatory e-Learning required from regulatory compliance, risk management or other control functions
    - Periodical communication on Operational Risk guidelines and best practices
9) Transversal
    - Ensure LOD2, LOD3, external, and regulatory audit recommendations are closed on time with appropriate action plans and controls in place
    - Coordination and change management for the implementation of new operational risks systems and policies
    - Take the lead or contribute to regional / global RMO or local transformation project.

Profile required

Profile Requirements:

Academic Background and Experience:
- University/Master Degree in Business or Banking / Finance, Economics or Risk Management; Relevant professional qualification is desirable
- At least 8 year's experience in financial services industry
- Understanding of operational risk management through previous experience in internal controls and/or audit, Operations, Accounting or Risk Management, or Big 4 experience
- Knowledge in corporate and investment banking business; Knowledge in equity derivatives brokerage business is an advantage
- Knowledge of Basel 2 regulatory framework; and/or Sarbanes Oxley implementation experience

- Advanced level skills in Microsoft Office Suite and strong interest in new technologies/tools (e.g. PowerBi)
- Ability to work in a matrix organisation and to build relationship across business functions, and willing to work under pressure for regulatory compliance
- Proven influencing skills and ability to communicate with different levels of management and diverse stakeholder group
- Ability to multi-task and handle multiple requests well
- Possesses strong presentation skills
- Team player with excellent communication and interpersonal skills
- Excellent project management and meticulous attention to details
