Responsibilities

Role summary:

Directly reporting to the Japan GCH and functionally to the APAC COO, the Chief Operating Officer has an overall responsibility to ensure the compliance of the local platform to the Japan laws and regulations, to set up and manage the operational risk framework, to lead and manage Operations and Technology teams (GBSU and GTS) in Japan and acts as a senior member of Societe Generale Japan entities.

Responsibilities:

1. Country Governance

Compliance of the local platform, across all BUs and SUs, with local corporate governance and SG normative documentation
- Ensure the platform/entity has the required operating model (framework and processes) to manage all classes of risk, and that these are owned by the relevant departments, on an on-going basis.
- Ensures the required Corporate Governance is run at platform/entity level and that committees are owned by relevant departments.
- Oversees inspection from regulators or enforcement agencies

- Act as representative to the external stakeholders as and when necessary

- Internal Administration Supervisor (regulatory required position under Japan regulation) for SGKK
- Act as BoD and/or EXCO member where applicable (BoD for SGAL, SGHJ / EXCO for SGKK, SGTB)
- Manages the set-up around the statutory auditor position (recruitment, compensation, role and duties…)

2. Operational Risk Management

Operational risk management from an LOD1 perspective, in partnership with the relevant department (including but not limited to reginal GBSU teams, CPLE, DFIN), across the entire local platform
- Outsourcing risk management: the COO is a Transversal Oversight Manager (OVS) across the entire local platform (and direct OVS manager of GBSU & GTS outsourced functions. as relevant per country)
- Operational resiliency management,
- Data & Technology risk management,
- Fraud risk management,
- Monitoring and ensuring timely implementation of any corrective actions required following any audits/inspections/incidents.

3. GBSU & GTS Management

Local Manager of GBSU & GTS
Manage the local GBSU & GTS teams jointly with the Regional GBSU & GTS heads as well as with local control/support functions where required to ensure:
- Adoption (where applicable) of global/regional policies/guidelines/practices
- Local compliance with local regulations and risk management procedures and processes
- Management of budget, costs and investments
- Where possible, development of operational efficiencies and synergies on the local platform
- Active staff management and development of talents
- Manage CS related matters as necessary (Japan specific / due to the zero CS resource for the time being)

4. Japan Business Plan 2024-2028 (JBP)

Contributes as the COO of the platform to the JBP execution. It notably includes:

- Ensure the implication of all teams he/she supervises (GBSU, GTS…) in the JBP project
- Participates to the project steering committee
- Leads some projects streams and/or specific topics upon the project sponsor request (Japan GCH)

5. Business Support

Supports and facilitates GBIS business execution and development at a local level:
- Facilitates support provided by onshore and offshore functions to ensure the appropriate level of operational service corresponding to local business and regulatory requirements,
- Ensures that support functions operate in a collaborative and cooperative manner to support the business goals,
- Ensures that the quality, security and resilience of services delivered to local businesses is appropriate,
- Ensures execution of business development projects,
- Member of the NPC committee.

6. CEO Support

Supports the CEO and the Region on transversal projects:
- Act as local sponsor for such initiatives where appropriate or necessary,
- Ensures that transversal projects receive the appropriate level of attention and resources amongst business lines and resource functions,
- Ensures that the governance of such projects is established with the appropriate level of reporting to regional or global sponsors.
- Manage assistant pool, ensure the operational resiliency of those administrative works

7. Country COO community

Actively contributes to the COO ASIA community:
- Attends Monthly COO ASIA meetings,
- Contributes to / Leads Regional COO initiatives aiming to reducing risk profile/streamlining operations,
- Shares best practices with fellow COOs.

8. People & Culture
- Lead and develop their direct reports;
- Promote diversity and inclusion in the working place;
- Ensures that the members are evaluated in a fair manner and given development opportunities

Profile required

1. Profile Requirements:

  • Extensive experience in leading multiple teams
  • All-round knowledge of GBIS business (GLBA, MARK and GTPS)
  • Comprehensive understanding of operational risks 
  • Knowledge and expertise with local regulation and its framework; this includes experience in dealing with regulators, professional communication skill with local authorities
  • Good command of English; Japanese is an asset
  • Understanding of sector/ competitors/ latest market trends
