Operational Risk Manager - Second Line
Responsibilities
'RISQ/NFR’s main missions and responsibilities are :
The permanent control framework and coordination of internal controls;
The definition and maintenance of the normative documentation on permanent control and operational risks, transversal NFR risks referential (including the APRC Group referential (Activity, Process, Risks, normative Controls));
The regulatory watch on internal control and operational risks;
The management of relations with Regulators for subjects relating to permanent control and operational risks including the coordination of the Internal Control Report RCI);
The organization of the NFR governances, on referential and level 1 and 2 controls;
The presentation of the challenge of the risk profile of the entities and on the effectiveness of their operational risk management and permanent control framework;
The implementation of methodologies, documentation, tools and reporting on the permanent control of NFR risks and operational risks management;
The consistency, completeness, and convergence of the Group’s NFR frameworks;
The IT project management of the RISQ/NFR department;
The sharing of a vision and principles applicable to the NFR & IC domain that contribute to an alignment of the 3 LoD and finally to a simplification of the architecture;
The development of data analysis and visualization tools to better understand weak signals and the emergence of new NFR risks;
The facilitation of the NFR LOD1 and LOD2 Communities, training programs on Permanent Control and Non-Financial Risks.
Profile required
The candidate should have the following attributes:
Bachelor degree or above in Risk Management, Finance, Accounting, Business Administration or related discipline;
Extensive relevant experience in banking/finance company;
Operationals Skills:
Detailed knowledge of various businesses, operations and regulatory requirements;
Strong business acumen with good problem solving, and analytical skills;
Ability to raise questions and challenge on operational risk issues in a reasonable and effective manner;
Knowledge of regulatory requirements (Basel, HKMA, MAS) related to Non-Financial Risk in the banking industry is advantageous

Department Description
Within the Risk Division, Operational Risk Department (RISQ/NFR) team is in charge of designing and implementing the Group risk management system, in conjunction with the Business Units (BU) and Service Units (SU). RISQ/NFR, as the second line of defense, is responsible for assessing operational risks and contributes to their management through its three principal duties: Standardizing, challenging and verifying operational risk management framework of the bank.
Risk Management & Supervision team is in charge of performing independent assessment of risk identification, review and challenge the efficiency of risk management framework implemented at BU and SU level.
